Gulf Harbors at a glance
Gulf Harbors began as a development called Flor-A-Mar, and the West Pasco Historical Society describes a rough start: builders used to cutting canals through sand hit solid rock. In 1965 Robert Crown formed the Lindrick Corporation to finish the project, and the name changed to Gulf Harbors.
Today it's a grid of canals off the Gulf with a civic association and a beach club. During Helene in September 2024, the Pasco Sheriff's Office said many of the county's roughly 200 high-water rescues came from Gulf Harbors.
Pools and heaters in Gulf Harbors
Many Gulf Harbors homes have a pool, often with an attached spa, between the house and the canal. That puts the equipment pad in the path of storm surge and in steady salt air. After Helene, a lot of heat pumps and gas heaters here sat in salt water, and some that restarted afterward have failed since.
Rebuilt and raised homes are also adding new pool equipment, which is a chance to set heaters higher than before.

Free EstimateWhat Gulf Harbors pool owners ask for most
- Lightning & Storm-Damaged Heater Repair
Surge-flooded heaters and delayed failures after Helene.
- Spa & Hot Tub Heater Repair
Pool and spa combos are common on canal lots.
- Pool Heater Replacement
Salt air and flood exposure shorten heater life.
Watch for delayed flood damage
A heater that ran after the surge isn't necessarily safe. Salt left in the electrical box keeps corroding. If yours went under, have it checked even if it seems fine.
Who permits heater work in Gulf Harbors
Gulf Harbors carries New Port Richey addresses but parts of it are unincorporated Pasco. Check the parcel before a replacement permit is filed.
Your parcel decides it: Pasco County Building Construction Services ((727) 847-8126) or City of New Port Richey Building Division ((727) 853-1047 (inspections (727) 853-1048)). Search the address on the Pasco County Property Appraiser site before anyone files.
Repairs to an existing heater rarely need a permit. Replacements usually do, because the electrical hookup and bonding get inspected, as the City of Marco Island notes in its contractor notice. Ask your contractor to pull the permit in their name.

Before you call: a Gulf Harbors checklist
- Was the equipment pad under water during Helene?
- Check whether the spa heats as fast as it used to
- Look for white salt crust or rust inside the heater's access panel (with power off)
We'll pass your details to one licensed local contractor, not a call list.
Free EstimateWhat heater work costs in Gulf Harbors
No two pools price the same, so treat these as reference points. Flood-damaged heaters often need several parts at once, which can make replacement the better value. Raising the pad adds a modest cost to a new install.
Reference figures, not quotes. Angi, pool repair costs in Tampa: heater repair about $165–$740. HomeAdvisor, pool heater repair cost: typical $164–$780. Swimply, pool heater costs 2026: gas heaters about $1,500–$6,000 installed, heat pumps about $2,000–$8,000. Checked October 2026.
Gulf Harbors pool heater questions
My heater survived the flood. Should I worry?
Have it checked. Salt water inside the electrical box can cause failures months later.
Is Gulf Harbors inside New Port Richey city limits?
Some parcels are and some aren't. The property appraiser's site shows which office handles permits.
Is gas better than a heat pump for a canal home with a spa?
Gas heats the spa much faster, and many owners keep a heat pump for the pool. A tech can price both.
